22 Aug BCA Announces New Associates and Client Managers
Barge Civil Associates, LLC (BCA) proudly announces the promotions of Anna Maddox, P.E. and Ryan Woodson, P.E., CFM, to Associate.
Anna, a 2004 graduate from Vanderbilt University, joined BCA in 2007. In Anna’s 17-year tenure with BCA, she has worked on numerous projects within Nashville and surrounding communities. Anna’s most memorable project is the Vanderbilt University’s Engineering and Science Building, which was awarded ENR Southeast’s Award of Merit for Higher Education/Research. Recent projects that Anna has completed include Virgin Hotel, Kenect Nashville, MTSU Tennis Facility, and MDHA’s Boscobel residential development.
Ryan a 2012 graduate from Auburn University, joined BCA in 2018. During Ryan’s tenure with BCA, he has managed the civil design for notable downtown projects including Asurion Headquarters, Peabody Union, and Chiefs on Broadway. Ryan has also been an integral part of the redevelopment of the Wedgewood Houston area including Nashville Warehouse Company and Wedgewood Village. Ryan is currently working on the redevelopment of the Belle Meade Plaza which is envisioned to include over 700,000 sf of mixed-use development and an extensive stream restoration of Richland Creek.

BCA also announces the promotions of Barry Quinn, P.E., CFM, Matt Ellenberger, P.E., Seth Sparkman, Shelley Lowe, and Richard Williams, P.E. to Client Manager.
Barry returned to Barge Civil Associates in 2019 and currently manages over a dozen projects varying in size and scope. He is the Engineer of Record for all five design contracts with the State of Tennessee on the development of a 700-acre Multi-Agency Law Enforcement Training Academy. Barry continues to work with his flagship clients such as Nashville Wire Products and Trinity Marine, both of which he has had relationships with for over 20 years.
Matt joined BCA in 2002 and became immersed in development projects on both TSU and MTSU campuses. These relationships continue to thrive today as he completes capital improvement projects at both campuses annually. Matt is currently designing the MTSU Student Athlete Performance Center and TSU’s Agriculture Food and Animal Science Facility. Additionally, Matt managed the design of the multi-award winning GEODIS Park, home of the Nashville Soccer Club, and surrounding mixed use developments which began construction during the pandemic of 2020.
Seth joined BCA in 2008 and has been a key design member of numerous notable, large-scale projects such as the 147-acre Masterplanning of Ovation in Franklin, subsequent site design for Mars Petcare US Headquarters Building, and Piedmont Natural Gas Headquarters and Maintenance Facility. His recent notables include the high-rise luxury apartment building, Albion in the Gulch, its sister project Albion on Music Row, and the R.S. Gass State Laboratory Replacement Facility.
Shelley joined BCA in 1997 and has had the distinct privilege of working on numerous projects on Vanderbilt University’s campus throughout her career. Shelley works extensively with the Office of Campus Planning and Development at Vanderbilt University managing multiple, large-scale projects such as Residential Colleges, Historic Kirkland Hall Renovations, FirstBank Stadium Renovations, West End Neighborhood beautification as well as singular civil site improvement projects. Other notable projects include the newly constructed community The Flats and the new Nashville Public Library Donelson Branch which are part of the recent Donelson Plaza revitalization. Shelley has a longstanding history working in the private education sector for clients such as Harpeth Hall, Harding Academy, and Oak Hill School.
Richard joined BCA in 2015 to manage BCA’s ongoing five-year Metro Stormwater Engineering IDC, one of the firm’s largest contracts. The successful outcome of his efforts on the contract earned Richard’s team a second five-year engineering contract in 2021, which has resulted in the design of hundreds of projects to address stormwater concerns in Metro Nashville. Some of the notable projects include 16th & Jefferson, Avery Green Court, Rayon Drive, Lovell Street, and Hogan Road.
