The development will feature a 4-story apartment building on the west side of the shopping center and 14 townhouse-styled flats on the east side.  The shopping center will have refurbished building facades and courtyards with redesigned landscapes, sidewalks and roadways.  A new public library and parking garage is also included in this design.
